The Legislature failed this session to capitalize on a chance to help change the lives of many low-income and minority students in Minnesota.

I think it's a shame -- and I think I know why it happened.

Minnesota has one of the largest academic achievement gaps in the country. The achievement gap is a measurement of how minority student test scores compare with the scores of non-minority students.

This gap in educational outcomes is a major problem that's been the source of great concern to many in Minnesota policy circles; it's also for many years been the subject of numerous articles and suggested methods to close the learning difference between white and minority students.

Last week in a small ceremony Governor Dayton accepted a commitment from the Federal Transit Agency to provide $487 million to fund one half of the estimated construction cost of the Central Corridor Light Rail line. What this $487 million represents to supporters of the Central Corridor LRT line is “free money” i.e. dollars received from Washington D.C. Instead of thinking of this as a money bonanza for Minnesota, the project should be judged more like the reality game show “The Biggest Loser.”  Sadly, the true story along University Avenue is that light rail construction will produce no winners, but only losers. There will be the heart break of bankruptcy for local small business owners, the nightmare of increased traffic delays for commuters, higher fares and fewer options for local bus riders, and of course the taxpayers who will be on the hook for the huge on-going subsidies.

With Congresswoman Michele Bachmann’s appearance in Iowa last weekend there is growing speculation that she may enter the race for the Republican 2012 Presidential nomination. This would bring the number of Minnesotans with viable Presidential aspirations to two.

For six months state legislators and the Governor have been trying to come up with a solution to the State’s $5 billion budget shortfall.  Both sides claim they have compromised from their starting points, yet they appear to be no closer to a balanced budget solution than when they started in January.  Seldom have we seen a legislative deadlock with little or no movement from either side over such an extended period of time.  The roadblocks to a budget agreement are many, but in order to get a deal done the first step is to navigate around some of the major obstacles.
